The purpose of the Hague Convention is to establish procedures for the prompt return of children who have been wrongfully removed.  In Wigley v. Hares, the Florida Court of Appeal stated…

“The Hague Convention ‘establishes legal rights and procedures for the prompt return of children who have been wrongfully removed or retained, as well as for securing the exercise of visitation rights.” 42 U.S.C. § 11601(a) (4). The objects of the Convention are ‘to secure the prompt return of children wrongfully removed to or retained in any Contracting State’ and ‘to ensure that rights of custody and of access under the law of one Contracting State are effectively respected in other Contracting States.’ Hague Convention, art. 1. The Convention is intended to ‘restore the pre- abduction status quo and to deter parents from crossing borders in search of a more sympathetic court.’ Friedrich v.
